So yes, from a business standpoint it makes complete sense (to me) to phase out a not-so-popular offering that's rid with issues before everyone turns their eye to it. Suddenly, the only talk about OGW would be how bad MTGO's experience of 2HG was, instead of how cool the new set was. But while the average fan of 2HG tolerates the bad interface and all the issues that come with it because it's the only way to legally play it online, the average Magic player will just be frustrated with how bad it was. It was targeted to the general public, and would probably suddenly increase the amount of 2HG play. Then there's the fact OGW was not specifically targeted to 2HG players. So, yes, multiplayer is the worst offering on MTGO right now because it has more (or the same amount of) bugs and the interface isn't specifically made to be used that way. The second component is that all bugs and quirks present in two-player games doesn't magically go away in multiplayer games. The interface does not maximise multiplayer play, it's thought about to maximise two-player play because it's the most common way to play Magic.

Most likely, it will look like they're even getting worse for the time being. If they just started to address this recently, I wouldn't count on the improvement showing very soon, specially as there's a lot they have to catch up with.

It's a tough problem to fix, but one they should be looking at for a long time now.

It also takes some time for the new structures to get into full speed, because even then there's a lot of work to be done in the transition. I think they've restructured at least part of the MTGO ecosystem recently, but I'm not sure if it was done to accommodate more people or not. It's the way huge platforms deal with their products, so that each decision can be made on a lesser scale. The way to balance this is, instead of just hiring, to restructure and build a lot of new teams, each dedicated to different aspects of the software.
